Should be encourage import of the scrap nonferrous actively
20 years ago ,when I was a graduate student in Chinese Academy of Social Sciences, I was attracted deeply by the increasing rich commercial activities and colorful variety of business in Beijing.
At the beginning, I was to take part in various business with nonplus, and meanwhile, I helped a friend to sell jade stone which come from Burma.     
I always believe stubbornly that the business is just like the study. A person who really  does well in study will not be a loser in business market absolutely. Because the common elements of successful achievement are indispensable no matter what you do , and these elements are perseverance, diligence, humility and insistence on getting to the bottom of the matter.
I have traveled all over the Beijing city with stubborn courage and have held the jade stone in my hand. From this time on ,I have known the wonderful and hidden value in the stone inside.
My research deeply in the field of nonferrous metals and the business improvement  of the Law  Firm began from the favorite of stone at the young time.
With the expansion of area of the international clients for my law firm, there are more and more heavy-weight nonferrous companys to cooperate with us.
 So, nonferrous metal industry is also become my research area and platform of business support. 
Numerous government officials, especially those who are under the guise of environmental protection, classify the scrap nonferrous metal into the“pollution produce”with  absurd concept.
 They think that “prohibition import to waste materials  will be able to prevent pollution and protect the environment” and regard it as a truth. In fact, it is extremely ignorant and innocent opinion.
 On the one hand, they made a legal logic error which  the action of closed door can prevent thieves , on the other hand, they have only a superficial understanding about the value and use-value which  nonferrous metal is resource as the national strategic reserve.   
In fact, there is little possibility that waste nonferrous metals and iron and steel products would mix with trash and pollutants. More than half of them are the remaining bits and pieces or defective goods in the production process in factory, such as iron plates, iron sheet metal and iron tube remained from automobile factory. Absolutely, not have life garbage of pollution in these production workshops.
Workers collect these remaining and eliminated materials every day and classify in category. Meanwhile, those materials were processed into clean and the same size,so can  be exported from the plant. And there is no possibility that these processing plants have trash or debris polluting. Therefore, treating thing which will be one of ten thousandth in the probability as a natural enemy. Until now, some officials not put themselves in the correct position and do not work service for the people wholeheartedly
Owing to the shortage of strong supervision and punishment for their mistakes and action of no sense of responsibility.So, they sink into the quagmire of mistakes further.
The manufacture of nonferrous metal rely on renewable resource as main raw materials in developed countries. Thus it forms an independent industry named “renewable nonferrous metals”, and the level of technology and application of the renewable resource is higher more and more in the developed countries.
 The proportion of the renewable lead in United States is 75.8%, the proportion of the renewable lead is over 50% in Italy, in France, in Britain, in Japan and in Germany, but the proportion is only 18.5% in China.
It demonstrate that original materials are biger percentage in production in China, and it still consume natural resources . 80% of raw materials of copper production come from the renewal of rubbish copper in French.
These are less resource rather than more in the use of renewable resource in China. In addition,the technical degree and the utilization rate are too lower, and the material is not being used on throw away. 
2/3 cans are produced by renewal of scrap cans in  United States, but there is no this melting renewable technology in China, no technology and progresses of paint stripping.
Thus the quality of reproduced can is not good for use of loaded beverages.This is an enormous waste.      
We should admit boldly that the import of scrap nonferrous metal should be encouraged and supported actively. Meanwhile, we should spend large sums of capital on the technology and equipment of recycling economics.
So, as the largest producer country in the world, China will be leap to a high degree of the renewable resource industry. This is the responsibility and obligation of government official who works at the location of approval service.
This is the road to the inevitable to become a power country for China.
